2011 Active Legislation Overview

As part of its advocacy efforts, the Illinois Chapter weighs in on many different bills introduced in Springfield.   This is an overview of the bills the Illinois Chapter is working on during the 97th General Assembly.

Ensure access to quality medical homes for all children

Support House Bill 1661 (Bellock) to increase Medicaid specialty payments rates to be competitive with “non-governmental, third-party insurance programs” and require yearly rate reviews.

Status: Re-referred to Rules Committee

Support House Bill 107 (Jakobsson) to provide Medicaid reimbursement for medical providers practicing telemedicine.

Status: Re-referred to Rules Committee

Educate Illinois leaders about managed care via meetings with the Governor’s office and the Illinois Department of Healthcare and Family services to discuss plans to move 50% of Medicaid beneficiaries to managed care programs as mandated by PA96-1501.

Protect and improve public insurance programs and support the Affordable Care Act (ACA)

Support Senate Bill 1729 (Koehler) which will allow for the creation of the Health Benefits Exchange required by the ACA.

Status: Re-referred to Assignments

Give input to the establishment of Health Benefit Exchanges required by the ACA by participating in meetings of the Illinois Department of Insurance to develop their structure, governance, financing, and benefit packages.

Safeguard children from injury

Support Senate Resolution 244 (Silverstein) and House Resolution 383 (Gabel) to create a task force to conduct a public awareness campaign to educate the general public about the value of cycling to children, along with the safety benefits of children wearing bicycle helmets.

Support House Bill 2850 (Gabel) and Senate Bill 55 (Silverstein) to create the Child Bicycle Helmet Safety Act which would mandate children under 15 wear helmets when riding bicycles.

Status: Re-referred to Rules Committee

Support House Bill 2099 (McAsey) to require child care providers to receive education every three years on sudden unexpected infant death syndrome and safe sleep.

Status: Signed by Governor – Public Act 097-0083

Improve care for young children with developmental delays and disabilities

Support House Bill 1530 (Lang) requires mental health coverage parity.

Status: Sent to Governor

Support the concepts behind House Bills 2856 (Poe) and 3169 (Brauer) to create comprehensive, coordinated access to community resources.

Status: Re-referred to Rules Committee

Promote immunizations for all children

Support House Bill 1338 (Gabel) to make I-CARE opt-out, increasing use of the registry by providers and families and helping increase immunization rates statewide.

Advance child health in Illinois schools

Support House Bill 200 (Cross)  to protect student athletes from concussion damage by requiring schools to develop “return to play” guidelines using qualified professionals.

Status: Singed by Governor – Public Act 97-0204

Support Senate Bill 1619 (Steans) to require schools who choose to offer sexual health education to provide medically accurate and developmentally and age appropriate education. Bill Amended to House Bill 3027.

Support policies to reduce obesity rates in Illinois

Support House Bill 137 (Ford) to require the State Board of Education to adopt rules to eliminate trans fats from school menus and provide healthy food options.

Status: Re-referred to Rules Committee

Support the Illinois Alliance to Prevent Obesity to develop policy to reduce and eliminate obesity in Illinois.

Other

Support House Bill 1666 and Senate Bill 1329 restricting use of tanning beds to individuals over 18.
